"summary": "The Euro/US dollar pair is attempting to recover from a 17-month low, but faces significant headwinds. France's mounting fiscal and political pressures, including rising bond yields and budget negotiation difficulties, threaten wider Eurozone instability. The ECB is in a difficult position, balancing high inflation (expected near 4%) and potential financial instability from French debt, which could force them to reconsider further rate hikes. Meanwhile, the US dollar is supported by expectations of further Fed rate hikes and a strong US economic backdrop, suggesting continued bearish pressure on EUR/USD.",

"transcript": "Euro US dollar is attempting to recover from a fresh 17-month low, but with France facing mounting fiscal pressure, the European Central Bank and the Fed weighing further rate hikes, is this recovery sustainable or is Euro US dollar heading lower? So, the pair has rebounded from a fresh 17-month low near 1.1150. It's trading just above 1.12 at the time of talking. However, the broader technical picture remains bearish. And there are several fundamental risks, um, that could keep the Euro under pressure. So, let's start with France, where the fiscal and political outlook is becoming increasingly a concern for investors. Um, President Emmanuel Macron's government is trying to push through a budget before the end of the year with the aim of reassuring the markets that France can actually bring down its growing public debt. But the problem is that opposition parties are resisting the proposal, with next year's presidential elections adding another layer of political uncertainty. So, France's 10-year government bond yields have recently climbed as high as 4.5%, reflecting that growing investor concern regarding the country's finances. Now, the Finance Minister has insisted that France is not yet entered into a damaging debt spiral. However, the longer meaningful fiscal auction is delayed, the greater the risk that borrowing costs rise further. And that puts additional, um, pressures on government finances. And this really matters because for the Euro, because a deterioration in a French government debt could create a wider fiscal instability across the Eurozone. Um, but it's not just about the fiscal picture. We've also got the ECB, which is facing a difficult balancing act. So, we've got inflation data, um, for the Eurozone is due out on Friday. It's expected to be approaching the 4% area, which is well above the ECB's 2% target. And that's basically owing to higher energy prices linked to the conflict in the Middle East. Several policymakers have actually signaled that another rate hike is likely before the end of the year. Um, and whilst sort of high interest rates would provide support for the Euro by making, um, Euro-denominated assets more attractive for investors. However, there is a complication, and that's that if we do see sort of the French bond market stress intensify, the ECB could actually find itself having to prioritize financial stability over fighting inflation. Um, and that would force potentially force policymakers to reconsider further rate hikes and potentially remove an important source of support for the single currency. Um, ECB President Christine Lagarde has actually also warned that an escalation in the Middle East conflict remains a key risk to the economic outlook. Higher energy costs heading into the winter would be a problem, um, as are higher yields and higher borrowing costs which could weigh on Eurozone growth. Now, on the other side, we have the US dollar, which is trading just below an 18-month high. We've got US CPI inflation data due shortly. Um, and I think the market is pricing in, is not pricing in a rate hike from the Fed in October. Um, however, we it is very much looking for a hike before, uh, the end of the year. So, I think even if CPI comes in hotter than expected, it's unlikely to change that dynamic too much. But those expectations of further Fed, um, hiking, together with, um, a strong US economic backdrop, is helping, um, keep the US dollar supported. So, as far as what the near-term drivers are, near-term, you've got US inflation, obviously developments in France's budget negotiations, and the ECB's response to persistent inflation. Um, if we've got sort of a weaker reading today, then that obviously could help the US, uh, the Euro US dollar extend its recovery towards the 1.13 level. Um, but I think as far as the technical picture is concerned, as I said, it is looking bearish. We are just coming out of oversold territory on the RSI, but sellers will look to break down that 1.1150 level in order to bring 1.11 into focus ahead of 1.10, which is that key psychological level.
