"summary": "The Renewable Fuels Association anticipates a proposed 100% reallocation of small refinery exemptions (SREs) by the EPA, which would address an additional 770 million gallons of ethanol demand. The speaker also highlights the significant potential for ethanol as a marine fuel, citing successful trials with Maersk and the growing number of dual-fuel vessels, which could add 1 to 1.5 billion gallons of annual demand. Furthermore, global countries are increasingly adopting ethanol standards and seeking alternatives to fossil fuels, indicating a bullish outlook for US ethanol exports and production capacity.",

"transcript": "too deep into this conversation with Troy Bredenkamp, the Senior VP of Government and Public Affairs for the Renewable Fuels Association. But we've got lots of things that we can talk about. Troy, welcome back to AgriTalk. It's great to talk to you again, man. Chip, it's always good to be with you. Excellent. Excellent. Yeah, we're awaiting this announcement from EPA. The speculation is that it's gonna be the reallocation plan for the additional SREs that were announced earlier. Is is that a safe bet, Troy? We hope it is, yeah. Uh, everything that we know, uh, and and we hope to know what's what's coming, uh, and it should be coming imminently, uh, is that they will be announcing a proposed uh, reallocation of 100% uh, of the SREs that were granted above what they had originally estimated in the 2026 and the 2027 renewable volume obligation when they approved that earlier this year. They had, um, they had estimated about 990 million uh, RINs in small refinery exemptions back in the spring. Uh, fast forward and lo and behold, that number balloons to about 1.76 billion uh, actual small refinery exemption uh, gallons. And and so we uh, went to the administration and we said that's that's a non-starter for us. We absolutely have to have those gallons reallocated and that is fully what we expect to have in this announcement uh, forthcoming here in the next couple minutes. Troy, you've Troy, you have done a fantastic job of differentiating what is actually happening and what some think is happening. Because some think that it's 100% reallocation of the SREs, the full 1.76 billion. That's not it. If you're expecting that, back off. Back off your expectations. The 990 million in SREs is going to happen. Yep. It's the additionality, the 770 million, 770 million? Yeah, 770 million that we that that the industry anticipates is going to be reallocated. Uh, and I would caveat and Chip, I would caveat proposed. This is proposed to be reallocated. We will still need to be going through, I I think a 45-day comment period, um, and you know, things can change, you know, there's there's an election next month. So, uh, it's not a done deal yet that we will get 100% of that additional gallon reallocated, but that is indeed what they're proposing and we're very happy to see the administration doing that. Excellent. Excellent. Okay. The other important thing here, Troy, is that they're holding to the timeline that they made for themselves and we're getting the announcement in October. Yep, yep. That's correct. And and I again, you know, there's an election coming and and uh, they told us they would have it done before October 31st and and they're going to hold to that and we appreciate that as as well because it again, the the sooner that this can be settled, the sooner that this can be resolved, like I said, there's a 45-day comment period. Then they will go back, go through those comments. You know, we won't have finalization of this proposal probably until the first of the year. But, um, that will still be in time, um, and and give us some some certainty that we clearly don't have right right now. Uh, so the sooner the better, uh, and we're happy to see them getting, uh, this proposal out as soon as possible. Excellent. Excellent. Another thing that I want to talk about with you, Troy, is last week there was a press release out that talked about a trial that Poet LLC was working with Maersk, uh, the marine company, the shipping company, on and in using ethanol as a marine fuel. And it it, uh, they found the trial went really well, didn't it, Troy? Well, it it did. And and the trial was was actually a bunkering trial. And and and this is where us landlocked farm boys need to educate ourselves just a little bit. Uh, we don't spend a lot of time on the high seas, but uh, it's a whole different world out out there. And if we're talking about getting biofuels like ethanol, uh, into the, uh, marine fuel business, uh, it requires infrastructure. And that infrastructure includes holding tanks at ports. It includes the the gas station or the mechanism to fuel these these ships. And that's what bunkering is. And so what the trial was, uh, between Poet and Maersk was a trial to to bunker a ship with 100% ethanol. And everything that we're reading, the trial went splendidly. And and this really dovetails quite nicely with what Maersk did earlier this year. Back in May, they they did an E100 sea trial, uh, where they ran a ship on E100, uh, ran it out, uh, ran a a full ship cycle on E100. And everything that we're hearing on that, it went well as, uh, went well as well. So, um, we hope to have more on on that Maersk sea trial at the National Ethanol Conference in February. We're we're trying to get someone from Maersk to come give a presentation on how that went. Yeah. But all of this points to this new emerging market when it comes to maritime. Uh, there there's about 160 vessels, there's about 160 vessels in and that, you know, there's several thousand seagoing vessels. There's 160 of them that we would call dual fuel, meaning that they can run on bunker fuel and methanol. Uh, but if they can run on a methanol fuel, they can run on ethanol. And if you look at just those 160 vessels, if ethanol was to supplant methanol and become the alternative fuel to that bunker, to to that bunker fuel, uh, that could be another 500 million gallons of ethanol demand overnight. There's another 300 of these dual-fuel ships, uh, in the, uh, design phase, in the construction phase right now, globally. So, it doesn't take a lot of these ships to really make up for a lot of volume. That could be a billion, a billion and a half annual added demand for US ethanol. And that's where we start to get really excited about where this maritime market could move, uh, not necessarily next week, but it it could be, uh, mid to long-term, a very good market for US agriculture and for US ethanol. But if Maersk decides to make a move on their existing fleet and start burning ethanol, Troy, we'll notice the difference right away. Oh, absolutely. We I mean, in the amount in the amount of of ethanol demand out there? Oh, yeah. Like I said, uh, you know, these are these are pretty big gas tanks. And and so it doesn't take a ton of ships out there utilizing ethanol as the lower carbon alternative to the bunker. And it wouldn't be a necessarily an E100, uh, type of, uh, uh, fuel mix. It'd probably be a 50/50 or even a 70/30, 70 bunker fuel, 30% ethanol. But even at that rate, uh, they're going to burn a lot of ethanol. Uh, it's going to be a cleaner-burning fuel. A lot of these, uh, global shippers are looking for a way to clean up their emissions rate. You know, bunker fuel is kind of the bottom of the barrel liquid fuel and it it doesn't have a very good, uh, emissions profile. And even they are looking to clean up their act. And and so we're we're excited about this, Chip. This is a really, uh, uh, burgeoning, uh, opportunity for us. One of the great things, and this is what differentiates it from sustainable aviation fuel, at least for ethanol is, it really doesn't require there to be an alcohol to jet fuel conversion. You can literally drop ethanol in as a drop-in fuel, uh, and mix it, uh, with bunker just like we do E15 or E85. It it can burn in in these ships that are that are ready for it. And so that's where we start to get pretty excited about where this future may be on the high seas for US ethanol. You you answered my next question already right there, Troy, because the fact that this is a drop-in fuel makes all the difference in the the the timeline, the timeline on when it could start to have an impact on on, uh, uh, demand for ethanol. Uh, we've only got a couple of minutes left. Give me an update on on the situation with ethanol exports because countries around the world are are still in the still in the market for octane, aren't they? They really are. And with the continued issue with the Iran conflict, they are looking for alternatives to fossil fuel. Uh, so we have a lot of countries reaching out to the US ethanol industry looking for ways to increase their, uh, their ethanol or their, uh, biofuel mix. Um, we had Guatemala of all little Central American countries just adopt in the last two months a E10 standard. They went from E0 to E10. Uh, that doesn't sound like a big deal, but but that's a six that that's a 600 million gallon ethanol market if Guatemala does E10 immediately, which they did. A lot of other Central American countries are starting to look at ways to diversify their fuel mix to get away from their dependence upon foreign oil. So, that continues. And this dovetails right in with the maritime thing. Ethanol being a global fuel, being at ports already, it really fits in quite well, uh, being shipped all around the world. Uh, why not run the ships on on what they're shipping, uh, it it's kind of a win-win. We see. Right. Literally 20 seconds. Is there talk about any investment to build out capacity in ethanol industry production? Well, that's already happening, Chip. Uh, we're we're seeing, uh, expansion all over the place. A lot of that is from the 45Z clean fuel tax credit. Uh, we're we are expanding, uh, in a lot of places. We just got to build the demand that comes from year-round E15, that comes from a, uh, a developing maritime market. Troy, great conversation. Thank you so much.
