"transcript": "Welcome back to AgriTalk. I'm your host Chip Flory and joining me now is Texas State Representative James Talarico. Representative Talarico is running to represent Texas in the U.S. Senate. Representative Talarico, welcome to AgriTalk. Thanks for having me. Honored to be here. Excellent. So, Texas has an extremely diverse economy and agriculture has an important role in that economy and I I want to thank you for making time to talk about your agricultural platform here on AgriTalk and with that in mind, let's go straight to the top of the list. What is at the top of your priority list for farmers and ranchers in Texas? Well, I think we have to repeal these crazy tariffs on farm inputs like equipment and fertilizer that are making Texas agricultural production more expensive, as well as those on produce that have sparked retaliatory tariffs on on key agricultural exports. Uh I I want to be a a senator for our Texas farmers and ranchers and I know they've been through a lot over the past year and I I hope uh we can get them some relief uh in the halls of the U.S. Senate early next year. Right, right. Labor issues are such a huge issue in agriculture in Texas. Have you taken a look at uh uh House Chairman Thompson's plans to modernize the H2A program? And and what's your take on that? Yeah, I absolutely think that we've got to simplify the H2A visa program application and and ensure strong labor standards uh on those visas so that, you know, employers do not have to game the system to displace American workers and suppress their wages. Uh I think we've we've got to do a lot more to expand the workforce um uh you know, development uh to train new workers in the industry. Uh we've got to support uh farmer-to-farmer programs uh and help farmers and ranchers lower food costs for Americans by responsibly hiring migrant workers when they can't find Americans to fill these jobs. Uh and and the recent actions uh over the past year have just made that so much more difficult. Okay. All right. Senator Boozman, Chairman of the Senate Ag Committee, says that there is need for farm support payments again this year. If you had a vote, would you vote for another farm payment in 2026? And an ad-hoc payment. Absolutely. Uh I think our our farmers and ranchers have gone through so much uh and the least we can do is is provide them some of that assistance. Excellent. Okay. Year-round nationwide availability of E15. Are you a yes or a no on that issue? Sorry, say that again. Year-round nationwide availability of uh the 15% ethanol blend E15. Are you a yes or a no on that issue? It's it's a standalone bill in the in the House and it's part of the Farm Bill in the Senate. Would you support year-round E15? I I'll need to look at the details of that that um that particular proposal. Uh but I I do support the Farm Bill and and I've been frustrated by the inaction uh in Washington to get it over the finish line. Uh so I would hope to use my my experience as a lawmaker to bring both sides together uh to get that Farm Bill passed. Okay. Okay. Where is rural healthcare on your priority list and where has where has the U.S. come up short on supporting rural healthcare? Yeah, we've got rural hospitals closing all over our state because of our uh failure to expand Medicaid in Texas. Uh so I would prioritize uh recruiting and retaining rural healthcare workers, uh improve Medicaid and Medicare reimbursement rates to more swiftly delivered payments to those rural hospitals. And and make sure those rural hospitals have the funding they need to serve as uh as vital employers and and providers um in our small towns and rural communities across the state. All right. Uh the White House plans on beef and cattle trade. I want to focus on New World Screwworm management in particular. The plans that that have been initiated in Texas. What would you keep and what would you throw out on that policy? Well, you know, we saw through the Dodge process uh the office in Uvalde, Texas, that was tasked with eliminating uh and preventing the spread of the New World Screwworm. That office was cut uh by the richest man in the world who who thought it was a good idea to fire the professionals tasked with monitoring the spread of the New World Screwworm. And just a few months after that, we saw this pest reappear in our state after 60 years, after six decades. And now it is threatening our Texas cattle industry, threatening to to drive up the price of meat even more at grocery stores around the state. And so I think we've got to fully fund the U.S. Department of Agriculture. Uh we've got to restore that office in Uvalde so that we can monitor and prevent the spread of this of this dangerous pest. All right. Uh input costs for roll crop producers chewing through margins like crazy out there uh Representative Talarico. Is there anything that Congress can do to address fertilizer prices ahead of this fall's applications? Well, like I said, I think repealing these corrupt tariffs will go a long way because that's that's one of the main drivers of of fertilizer costs. And uh and I know that's putting so much pressure on our on our farmers and our ranchers. And and that has to that has to change. Uh and so I hope that's one of the first things we do uh in in the beginning of next year when we have a new Congress. All right. And and I'll add one more. I think this Yes. Sorry, I'll just I'll just add one more which is ending this disastrous war in Iran, which is also driving up these these costs. Uh it's also driving up diesel prices uh and I know that's put quite a strain on our on our um on our farmers and our ranchers across Texas. Okay. All right. Only about 30 seconds left. Uh farmers have never felt more disconnected uh from lawmakers and the political process. Is there still a farm voice that matters in D.C. policymaking? Well, there there will be in in my Senate office. Uh I just like I did the State House, I will work closely with farmers and ranchers, uh with the Farm Bureau, uh with Texas Cattle Feeders, you know, all of the associations that that represent um uh professionals across the state of Texas. I'm going to be in in close contact with them as I have been over my time in the state legislature. So, Texas farmers and ranchers will always have access to me, they will always have access to my team, and always have a place in our office. Representative Talarico, thank you so much for making time for us this morning. We'll looking forward to more conversations in the future. Thank you. That is State Texas State Representative James Talarico. Come back this afternoon. Michelle Rux has got more AgriTalk coming your way.",
